The City of Toronto is the sixth largest government in Canada.  In 2009 the gross expenditure budget for the City was $8.7 billion of which 32% went to provincially manadated programs.  The two largest sources of revenue for the City of Toronto are Property Taxes and Provincial Grants and Subsidies.
